Vance Farrow-Executive Commissioner

As Industry Specialist for Health & Medicine for the Nevada Governor’s Office of Economic Development Vance Farrow is responsible for supporting the recruitment, retention, and expansion of health and medical professionals and businesses to strengthen the sector’s infrastructure within Nevada.  Additional duties include the development of recommendations for workforce training/development and the removal of barriers that impede growth within the sector.

Mr. Farrow assists with the efforts of Nevada’s Regional Development Authorities and works collaboratively with state and local governments, regional sector leaders, company officials, and a variety of multi-departmental stakeholder associations and groups.

He has a bachelor’s degree in Microbiology/Chemistry from Howard University, and a Masters of Public Health, Health Behavior and Health Education from University of Michigan School of Public Health.

Mr. Farrow was appointed by Governor Brian Sandoval in July 2015 as a Nevada Western Interstate Commission for Higher Education (WICHE) commissioner.


Vic Redding-Commissioner


Vic Redding was appointed by Chancellor Daniel Klaich to serve as interim Vice Chancellor for Finance and Administration in June 2012, overseeing a variety of functions in the areas of fiscal policy, budgeting and financial reporting, as well as the day-to-day operations of the NSHE Risk Management office, Banking and Investment office, and System Facilities office.  Prior to this, he served as Assistant Vice Chancellor of Finance and the Senior Fiscal Operations office in the NSHE System Administration office.  Before joining System Administration in 2005, Mr. Redding was the Assistant CFO for the University of Nevada School of Medicine.

He has a bachelor’s degree in Business Management and a minor in Accounting from Montana State University, Bozeman and a Masters of Business Administration from the University of Nevada, Reno.  Mr. Redding is also a Certified Management Accountant (CMA).

Mr. Redding was appointed by Governor Brian Sandoval in March 2013 as a Nevada Western Interstate Commission for Higher Education (WICHE) commissioner.


Fred Lokken-Commissioner

Mr. Lokken is currently a tenured Professor of Political Science at Truckee Meadow Community College.  In his 24 years at TMCC, Fred Lokken has served in the following positions: instructor of Political Science, tenured professor of Political Science, DE Coordinator/Director/Assistant Dean/Associate Dean/Dean, Director of the Incline Village program, Government Liaison/Cabinet member/Campus Lobbyist to State Legislature. Currently Dean responsible for WebCollege, Academic Support Center (after-hours administrator, switchboard, information desk, photo IDs, part-time faculty support, catalog, room scheduling, common course numbering, curriculum newsletter, online student proctoring center, student lockers, KJIV-FM radio license, Nontraditional No More project/concierge for active adult learners) and History, Political Science & Law.

Mr. Lokken currently serves as chair of the Coalition of Affiliated Councils (COAC) of the American Association of Community Colleges.  COAC represented thirty-two affiliated councils of the AACC.   Mr. Lokken is also a member (and past-chair) of the Board of Directors of the Instructional Technology Council (ITC –  In that capacity, he annually conducts the only national survey of community colleges on Distance Education.  He also serves as a political expert for local, state and national affairs.

He has a Bachelor of Science in Political Science from the University of Wisconsin-La Crosse, a Masters of Arts in Political Science from Washington State University, and an ABD in Political Science from the University of British Columbia.
