Fred Lokken

Executive Commissioner

BoardPhotoFredLokken2013 (1)Mr. Lokken is currently a tenured Professor of Political Science at Truckee Meadow Community College.  In his 24 years at TMCC, Fred Lokken has served in the following positions: instructor of Political Science, tenured professor of Political Science, DE Coordinator/Director/Assistant Dean/Associate Dean/Dean, Director of the Incline Village program, Government Liaison/Cabinet member/Campus Lobbyist to State Legislature. Currently Dean responsible for WebCollege, Academic Support Center (after-hours administrator, switchboard, information desk, photo IDs, part-time faculty support, catalog, room scheduling, common course numbering, curriculum newsletter, online student proctoring center, student lockers, KJIV-FM radio license, Nontraditional No More project/concierge for active adult learners) and History, Political Science & Law.

Mr. Lokken currently serves as chair of the Coalition of Affiliated Councils (COAC) of the American Association of Community Colleges.  COAC represented thirty-two affiliated councils of the AACC.   Mr. Lokken is also a member (and past-chair) of the Board of Directors of the Instructional Technology Council (ITC –www.itcnetwork.org).  In that capacity, he annually conducts the only national survey of community colleges on Distance Education.  He also serves as a political expert for local, state and national affairs.

He has a Bachelor of Science in Political Science from the University of Wisconsin-La Crosse, a Masters of Arts in Political Science from Washington State University, and an ABD in Political Science from the University of British Columbia.

Mr. Lokken was appointed by Governor Brian Sandoval in August 2015 as a Nevada Western Interstate Commission for Higher Education (WICHE) commissioner.


Gillian Barclay

Commissioner

Dr. Gillian Barclay is health care industry specialist in the State of Nevada Governor’s Office of Economic Development. In this role, she serves as the lead expert for health sector expansion and investments for economic development in the state. Previously she was vice president of the Aetna Foundation where she led the development and execution of the foundation’s national and international strategies and funding investments. Prior to joining the Aetna Foundation, Dr. Barclay was advisor for health systems strengthening at the Regional Office of the World Health Organization, the Pan American Health Organization. There, she worked with governments, policymakers and other stakeholders on strategic approaches to improve health, human and economic development in low and middle-income countries. Previously, she was the evaluation manager for health programs at the W.K. Kellogg Foundation, where she was responsible for the impact of the foundation’s investments in health.

Dr. Barclay is a recognized expert in policy, health and human development in the United States and low and middle-income countries. She is a member of expert roundtables at the National Academy of Medicine, under the National Academies of Sciences, Engineering and Medicine, and has taught at the University of Nevada, the Harvard School of Public Health and the City University of New York. She has also conducted research at the Dana Farber Cancer Institute, the Brigham and Women’s Hospital, the Channing Laboratory and the Harvard School of Public Health in Boston, Massachusetts. Dr. Barclay holds a doctorate in public health from Harvard University and a master of public health from the University of Michigan. Her doctorate of dental surgery degree was earned at the University of Detroit Mercy, and she completed her practice residency at New York Hospital in Queens, New York.


Chester “Chet” Burton

Commissioner

Chester “Chet” Burton was appointed by Chancellor Thom Reilly to serve as NSHE’s chief financial officer in August 2017. He oversees a variety of functions in the areas of fiscal policy, budgeting and financial reporting, as well as the day-to-day operations of the NSHE Risk Management office, Banking and Investment office, and Internal Audit. In addition, Burton assists the office of the vice chancellor for technology with information technology in such areas as the iNtegrate project, shared services, and the implementation of WorkDay. Prior to this appointment, Burton had served as president of Western Nevada College (WNC) in Carson City, Nevada since fall 2013. He previously worked at WNC as the controller and fiscal director, as well as vice president of finance and administration.

Before joining WNC in 2009, Burton worked in the corporate sector, in a variety of roles, including controller and director of finance at International Game Technology (IGT), headquartered in Reno, Nevada. He also served 20 years as a supply officer in the U.S. Navy, including stints at the Pentagon and as a legislative liaison at Capitol Hill.

Burton has a bachelor’s degree in history and business marketing from St. Cloud State University in Minnesota and an MBA with an emphasis in finance and accounting from the University of Virginia, Darden Graduate Business School.


Jeannine Sherrick-Warner, MBA

Director, Nevada Western Interstate Commission for Higher Education (WICHE) Programs

Jeannine Warner was has been with the Nevada WICHE agency for almost 14 years. Ms. Warner began in 2004 as a Program Officer I and advanced to Director of Nevada WICHE Programs in 2011. In her role, Ms. Warner supports, advises and carries out the priorities of the Nevada WICHE Commission, and serves as Nevada’s representative and administrator for the Regional WICHE’s student exchange programs and the agency’s health workforce development programs. Coordinating with key partners in education, workforce, healthcare and economic development, she administers legislative, fiscal and program activities for the agency. Prior to WICHE, Ms. Warner was a founder and grants manager of Positive Behavior Supports-Nevada (PBS-NV), a grassroots program offering behavioral training to individuals who support people with severe developmental disabilities. Previous to PBS-NV, Ms. Warner worked as a commercial property manager in Santa Barbara, California. She has a bachelor’s degree in Psychology from University of California, Santa Barbara and a Master of Business Administration from University of Phoenix. Ms. Warner lives in Reno with her husband and young daughter where she enjoys the outdoors through camping, hiking and backpacking, competes in regional dog agility trials with her Shetland Sheepdog, and volunteers for the Daughters of the American Revolution.


Colleen Lennox

Accountant Technician I

Colleen Lennox started as the new Accountant Technician 1 with Nevada WICHE in June 2017. In her role, she handles the fiscal administration including student account management. Prior to WICHE, she was a Committee Secretary for the Nevada Senate Committee on Revenue and Economic Development. Before working with the State of Nevada, she was an inventor and business owner in manufacturing and retail sales with more than 10 years of business and production management experience. She has an Associate of Arts Degree from Western Nevada College with a focus on Deaf Studies and Pre-Nursing, an Associate of Arts from Cuesta College in San Luis Obispo, California with an emphasis on music performance, and is a graduate of Santa Barbara Business College in Computer Accounting and Business. Ms. Lennox has lived in Douglas County with her husband and twin sons where she enjoys skiing, kayaking, hiking, sewing and volunteers through her church.
